环球时报5月20日报道马英九与萧万长上午在台“总统府”举行就职一周年记者会，对于最为敏感的两岸问题，他称，我们的“宪法”就是“一个中国”的“宪法”，有关台湾归属的问题，应该透过教育清楚地告诉下一代，“‘中华民国’的‘主权’属于‘国民’全体，台湾是‘中华民国’，不能让‘台湾地位未定’的问题困扰民众”。此外，他还强烈抨击了绿营的两岸路线。据台湾《中国时报》19日消息，对于绿营抨击他的两岸政策，马英九回击说，一年来两岸交流大进步，多数民意认同，民进党却上街头反对，他公开请在野党告诉他，“到底要把两岸关系带到哪里去?”“如果要我们回到执政前8年的情况，对不起，我真的做不到，那并不是一个很值得我们继续走的路线。” 马英九在记者会里表示，台湾要在“中华民国宪法”架构下，实施“不统，不独，不武”的政策，维持台海现状，把两岸和解推广下去。
